McMillan Scholarship Program
The McMillan Scholarship Fund (MSF) invites Ward 1 and 5 students to apply to its scholarship program. Eligible students must be enrolled in either 1) a degree-granting program from an accredited Institution of Higher Education (IHE) or; 2) a credential or certification program from an accredited technical, trade, or vocational school in the following fields of study:
Civil Engineering;
Landscape Architecture; and
On-site or on-the-job training in Health Care Professions.
Applicants may apply for up to $5,000 through this scholarship opportunity. The deadline to apply is June 29, 2026.

What is the McMillan Scholarship Fund?
This scholarship opportunity is available to students residing in the surrounding Ward 1 and Ward 5 communities near the Reservoir District as part of a negotiated Community Benefits Agreement (CBA) managed by the GWCF. The McMillan Sand Filtration Site is a 25‑acre historic landmark in Northwest DC, spanning Wards 1 and 5. Originally built in 1905 as part of the city’s water purification infrastructure, it remained in operation until 1986. After decades of vacancy, the site is undergoing redevelopment as the Reservoir District, a mixed‑use project that will include housing (with affordable units), retail, a community center, and green open space. The GWCF is partnering with Ward 1 and Ward 5 community leaders to manage the full lifecycle of the McMillan Scholarship Fund, including the application solicitation, review of submissions, and selection of scholarship awardees.
