#1: Tonia Wellons Named Hero of the Crisis, Nonprofit Leader of the Year

It’s been a busy year for Community Foundation staff—especially for Tonia Wellons, who was named permanent President and CEO just weeks after the pandemic hit. Tonia was recently named Washington Business Journal’s 2020 Nonprofit Leader of the Year for her role and leadership in our region’s COVID-19 Response efforts; and “Hero of the Crisis” from Washingtonian Magazine. We are so proud of Tonia, and the incredible leadership she’s provided throughout this crisis.

 #3 Your Voices Matters: VoicesDMV On the Table Conversations

This WDVM segment highlights how VoicesDMV On the Table conversations brought together residents throughout the DMV area to talk about ideas for improving their communities.

On October 1, we hosted our inaugural VoicesDMV On the Table conversations, bringing together hundreds of residents from across the region for small-group conversations, remotely. Groups discussed and reimagined the future of our community, offering meaningful, action-oriented perspective on how to improve the lives of our neighbors in the DMV. Read more from Benton Murphy, Senior Advisor for Impact, who led the initiative.

#4: Arts Forward Fund Announces $1 Million in Grants to Local Arts Groups Impacted by COVID-19

This fall, together with the Morris & Gwendolyn Cafritz Foundation and 16 other foundations and individual donors, we launched the Arts Forward Fund, an initiative to help local arts and culture organizations weather the impact of COVID-19. We were so excited to announce $1 million in grants from the fund, helping arts and culture nonprofits make essential shifts needed to sustain their work—and respond to the national movement for racial justice. 

 #5: Back to School Means Facing the Digital Divide

As remote learning continues, schools still don’t have enough devices for every student, and too many homes in DC lack access to high-speed internet. Together with the DC Public Education Fund and Education Forward DC, we established the DC Education Equity Fund, which has provided 4,000+ students with internet access. and 3,000+ students with personal devices. This bi-weekly blog series features our COVID-19 Emergency Response Fund partners’ stories, grouped by funding priority: housing and homelessness, medical care and access, education and youth, domestic and community violence, and workforce and small business. Take our #MakeADifference Monday: Housing and Homelessness blog, for example, which includes a feature on Mi-Casa, Inc.:

Through its Emergency Rental Assistance and Tenant-Based Rental Assistance programs, [Mi Casa] helped more than 15 residents access critical housing resources. More than 400 households received virtual trainings around financial education, food banks, unemployment benefits, and the financial effects of the pandemic.

#7: How to Reconstruct an Equitable Future for Our Region

In this opinion piece for the Washington Post, our President and CEO Tonia Wellons and Ursula Wright, Managing Director for FSG, explore a new framework for reconstructing a more equitable future for our region. In the article, they refer to our country’s current situation as a “trifecta of crises” that threatens our nation’s public health, economic security, and democracy. 

Though this pandemic is new, racism and economic injustice are not. The pandemic has served to further reveal preexisting inequities in housing, education, health care, food security, policing and criminal justice, income and employment.

 #8: Celebrating Three Leadership Legacies

Richard Bynum, board member and President of PNC in Greater Washington and Virginia, was honored by the Washington Business Journal with the Minority Business Leader Award—an honor that coincided with two other major board member milestones. Dr. Charlene Dukes, Secretary of our Board, retired as President of Prince George’s Community College after 13 years of service. And Artis Hampshire-Cowan, Vice Chair of our Board, was honored by Leadership Greater Washington as the 2020 Leader of the Year.

#9: Legacy Fund Supports Small Businesses in Prince George’s County

This fall, we were proud to launch The Legacy Fund for Small Business Development, seeded with a $1 million gift directed by Sam Brin and support from Meridiam, to provide critically needed access to capital for small businesses in Prince George’s County—one of the hardest hit groups in the County. We have disseminated $1 million in relief funds to 173 small Prince George’s County small businesses, helping them minimize vulnerability to closure and enabling them to thrive. 

#10: Celebrating the Power of Our Community

It’s been challenging year, but our community stepped up in amazing, awe-inspiring ways. Our community recently came together to celebrate these efforts at the Power of Our Community, Montgomery County and Power of Our Community, Prince George’s County, two virtual convenings that applauded the cooperative spirit of these communities and the collective impact of our work.

Fund for Children, Youth And Families Awards $1.99 Million to Greater Washington Region Nonprofits

The Fund for Children, Youth, and Families (FFCYF) at the Greater Washington Community Foundation is pleased to announce $1.99 million in grants to 49 nonprofit organizations serving disadvantaged children, youth, and families across the Greater Washington region. The organizations will receive grants of up to $50,000 for project/program support or general operating support.

These grants support organizations that are:

  • Helping families experiencing homelessness, and those participating in housing-based service programs

  • Closing the achievement gap for students from various racial and ethnic backgrounds

  • Closing the achievement gap between low-income and high-income families by investing in early childhood education, academic achievement for school-aged children, and college preparation and career training

  • Supporting children in the foster care system by promoting permanency and helping youth leaving the system achieve self-sufficiency

Take the Wesley Housing Development Corporation, for instance, awarded funding to help low-income households avoid eviction. The grant will help 139 households in DC to maintain their housing. Of these households, nearly 50 residents will participate in one-on-one career coaching to attain unemployment benefits or re-enter the workforce. And, they will receive material assistance, such as grocery store gift cards, hygiene items, and youth “Study & Snack Packs,” at no additional cost.

Or, CollegeTracks, a Montgomery County nonprofit that that helps prepare high school students for higher education. Our grant will help fund their College Access Program, focusing on college admissions and counseling. Of the 784 students who were enrolled in the program in Spring 2020, nearly 630 will enroll in college within a year of their high school graduation.

Our grant to Prince George’s Child Resource Center will provide child development and parent/child learning activities for 95 participants, with the goal of improved language and cognitive abilities. Within one year, we also anticipate participating parents to demonstrate an improved understanding of nurturing parenting techniques.

COVID-19 Response Fund Issues Over $10 Million in Emergency Grants

300+ Critical Nonprofits Across the Region Received Support to Weather Pandemic

The Greater Washington Community Foundation today announced an additional $2.04 million in phase three grants from the COVID-19 Emergency Response Fund, reaching a combined total of more than $10 million in emergency support distributed to address the public health and economic crisis. The Fund’s rapid response grantmaking helped local nonprofits to expand critical services, ensure continuity of operations, transition to virtual service delivery, and counteract lost revenue due to closures or event cancellations. 

In total, the COVID-19 Emergency Response Fund’s impact includes: 

  • Over $10 million raised and invested in regional response efforts

  • 300+ social service and health nonprofits funded

  • Grants range from $1,000 to $250,000

  • 50% of nonprofit partners led by people of color

Phase three funding was spurred in part by a $1 million dollar commitment from IKEA to support COVID-19 relief efforts in Maryland where some of its facilities are located. IKEA calculated unemployment claims submitted by its employees and donated that money back to the state through a partnership with the Greater Washington Community Foundation to disperse the resources to communities in Montgomery and Prince George’s counties. 

Phase 3 Grant Highlights

Improving Food Security

$250,000 to Capital Area Food Bank and its partners to address the dramatic increase in food insecurity among Northern Virginia residents in Fairfax, Arlington, and Loudoun counties and the City of Alexandria. CAFB’s goal is to provide an additional 9 million pounds of food in these areas, including to many disproportionately impacted communities of color.

A $200,000 investment in Dreaming Out Loud to address DC’s food security crisis by connecting fresh and nutritious food offerings from local Black-owned farms in our region to food insecure residents, including 1,300 weekly CSA shares and 150,000 prepared meals.

$188,000 allocated to help Food for Montgomery meet the urgent need for food, support restaurants and farmers by purchasing meals and fresh produce, and to strengthen our hunger relief system.

$200,000 to help resource Get Shift Done for DMV operations through the end of the year. The initiative is paying displaced hospitality workers to help local nonprofit providers prepare food and meals for neighbors facing hardship due to COVID-19.

$214,000 to support food assistance providers in Prince George’s County to make and/or deliver prepared meals, produce, and shelf-stable foods, and to connect food insecure households to additional food resources.

Support for Childcare

$188,000 allocated to the Children’s Opportunity Fund to expand affordable childcare and distance learning support options for up to 1,000 low-income families in Montgomery County.

$150,000 allocated to the D.C. Childcare Reopening Fund, in partnership with Mary’s Center, to invest in a network of local family childcare providers to ensure that low-income children and youth remain in licensed childcare programs that support healthy and safe development.

$50,000 investment in the Early Care and Education Funders Collaborative, led by the Washington Area Women’s Foundation, supporting advocacy efforts to improve early childhood systems infrastructure, expand access to high quality early education programs, and help early educators effectively meet the needs of all children.

$100,000 invested alongside the Community Foundation for Northern Virginia to support local family-based early care providers through the Infant Toddler Family Day Care, a high-impact local provider that will directly support 85 Northern Virginia-based family childcare providers, all of which are led by women of color.

$50,000 to Prince George’s Child Resource Center to provide support and technical assistance to childcare providers to ensure their sustainability and ability to create healthy and nurturing environments for children by helping families and educating caregivers.

Expanding Employment Opportunities

$300,000 allocated to the Equity Fund in Prince George’s County to support programs selected through an open call for applications that are preparing workers for meaningful employment and ensuring that people facing barriers to employment can access high-quality education and job opportunities which pay a family-sustaining wage.

Eviction Prevention and Housing Stability

$150,000 allocated to The Partnership to End Homelessness for work with DC Bar Foundation and other funders to prevent evictions and help low-income residents maintain stable housing. Initial investments will focus on building the capacity of the system to make sure tenants are aware of their rights and can access the rental assistance and other resources that are available.

Previous Funding and Priorities

The COVID-19 Emergency Response Fund was established on March 12, 2020 and administered by the Greater Washington Community Foundation, which also was a donor to the effort. Community Foundation staff in collaboration with a steering committee and working groups, comprised of regional philanthropic leaders, subject matter experts, and local government advisors, met regularly to discuss needs, vet proposals, and coordinate efforts.

The Fund received contributions from nearly 800 foundations, corporations, and individuals. A list of the major contributors to the Fund can be found here.  

More than 1,600 nonprofits across the region applied for approximately $60 million in grants. Priority was given to direct service providers with deep roots in the community and the ability to both address urgent needs and reach historically underserved populations.

Phases 1 and 2 (March-August) investments were made across five issue areas:

  • To provide cash assistance to impacted workers, including hourly and gig economy workers, contractors, and workers excluded from unemployment or stimulus funds.

  • To bridge the digital divide and expand resources for low-income families, youth disconnected from school or work, and students with special education needs. 

  • To provide PPE and other equipment for frontline workers, expand medical care for marginalized communities, and increase access to mental health support services.

  • To support individuals, families, and youth experiencing homelessness by expanding access to housing/shelter, health care, and other emergency services.

  • To help stabilize nonprofits, expand emergency food assistance, address the uptick in domestic violence, and support the civil legal aid needs of individuals and families.

Phase two investments also included funding for advocacy and community organizing projects focused on improving systems for food security, violence prevention, medical care access, affordable housing, childcare, and more.

#MakeADifference Monday: Housing and Homelessness

These past several months, while exceptionally challenging at times, have also been inspiring. We’ve seen our community come together to care for our neighbors in need, springing into action to support those most adversely affected by the pandemic.

Through our COVID-19 Emergency Response Fund, were able to invest $10 million to support low-wage workers who have been laid off, expand access to medical care, provide shelter and services to people experiencing homelessness, increase food access, and so much more. This would not be possible without our compassionate donors – a diverse group of individuals and businesses who helped us mobilize $10 million for coordinated relief and recovery efforts. Bethesda Cares

Bethesda Cares aims to prevent, ease and end homelessness in our community. Throughout the pandemic, Bethesda Cares has rapidly responded to individuals experiencing homelessness by pivoting its case management and counseling services to virtual “house visits.”

And, it has focused on decreasing homelessness as a further way to help clients self-isolate and reduce community spread of COVID-19.

As a COVID-19 Response Fund partner, notable milestones include:

  • Helping 20 clients safely isolate in hotels and moving 9 individuals into permanent supportive housing. In addition to these programs, Bethesda Cares also helps individuals who have transitioned to permanent housing. 

  • Providing hot meals to over 30 individuals daily that experience homelessness and food insecurity.

Mi Casa, Inc.

The economic impact of COVID-19 is unmistakable—lost jobs, leading to decreased and eliminated wages, leading to housing insecurity issues. This has made more urgent
Mi Casa’s mission to provide affordable housing in the Washington, DC, area in order to foster healthy, diverse, and thriving neighborhoods.

With the funding received from the COVID-19 Emergency Response Fund, Mi Casa has provided long-term support to more than 40 DC households, helping mitigate the impact of reduced wages or lost work.

Through its Emergency Rental Assistance and Tenant-Based Rental Assistance programs, it also helped more than 15 residents access critical housing resources. More than 400 households received virtual trainings around financial education, food banks, unemployment benefits, and the financial effects of the pandemic.

The Church of the Epiphany

Throughout the COVID-19 pandemic, The Church of Epiphany has partnered with Street Sense Media to expand their reach and serve more individuals. Grants from the emergency response fund have helped provide cleaning products, hot meals, clothing, and information about COVID-19 to individuals experiencing homelessness.

“We’ve been able to serve an additional 50 people with breakfast and other regular meals, we’ve utilized the church building to house homeless individuals. And through it all we have remained COVID-19 free and not seen any community transmission among those served.”

These funds allow The Church of the Epiphany to continue to feed the hungry, build diverse and inclusive community, worship as one, and give and receive the love of Christ.

FAIR Girls

FAIR Girls focuses on ending human trafficking through trauma and survivor-informed services, prevention, and advocacy. Through their COVID-19 grant award, FAIR Girls was able to address survivors needing housing during the pandemic by partnering with local hospitality partners to help them self-quarantine in hotels for two weeks before transitioning to their Vida Home.

This assistance was especially impactful for Tiffany (name changed):

Tiffany was being stalked by her trafficker. After ensuring Tiffany’s immediate safety, FAIR Girls was able to support Tiffany by providing her with temporary housing at a local hotel and through Vida Home, and ultimately enter a program farther away where she can begin a new chapter. Tiffany remains in contact with her FAIR Girls coordinator as she awaits out-of-state housing.

FAIR Girls continues to expand its services by increasing its crisis intervention hotline operating hours to 24/7, as well as creating Webinar Wednesdays, a tool that provides virtual trainings about human trafficking, that has reached more than 1,000 people since March.

The Partnership to End Homelessness Welcomes New Leadership Council Members

The Partnership to End Homelessness is proud to announce the members of its Leadership Council, including leaders in business, health care, philanthropy, and academia; national experts; developers; and advocates for affordable housing and ending homelessness—all committed to ending homelessness in Washington, DC.

The Partnership, launched by the Greater Washington Community Foundation and the DC Interagency Council on Homelessness, is the District’s first-of-its-kind initiative to bring together the public and private sectors to expand DC’s supply of deeply affordable housing and to help people experiencing homelessness obtain and maintain stable housing.

“Homelessness is too big a problem for government alone to solve,” said Leadership Council Chair David Roodberg, CEO and President of Horning Brothers. “As a real estate developer, I’m committed to expanding housing opportunities for people who’ve experienced homelessness, but everyone in the business community has a role to play. This is an issue that affects all of us in one way or another and it is our responsibility together as a community to ensure everyone has a safe, stable home.”

On any given night, nearly 1 in every 100 DC residents experience homelessness, living on the streets or in the city's emergency shelters. Lack of stable housing makes it difficult for people to obtain or maintain employment, address health needs, and keep families together. 

Homelessness and the lack of affordable housing is a systemic challenge, and the Partnership approaches this challenge by aligning public and private sector resources to create systems level changes that allow people to be housed more quickly and to maintain housing stability. 

Homelessness is also an issue of racial justice—86 percent of people experiencing homelessness in DC are Black, compared to 46 percent of DC residents as a whole. We are committed to approaching this work with a focus on how we can address these disparities and make sure that everyone can access safe, stable housing. 

“Homelessness is projected to increase as much as 45% this year due to COVID-19. In DC, we urgently need to increase affordable housing in every ward of the city,” said Tonia Wellons, President and CEO of the Greater Community Washington Foundation. “The members of our new Leadership Council bring diversity, wisdom, experience, and commitment to ending homelessness in DC. With their support and dedication, the Partnership will work to advance proven solutions to ensure all DC residents have a safe and stable place to call home.”

 The Partnership’s Leadership Council will meet quarterly to advance the Partnership’s work to engage the private sector more deeply in combating homelessness.

The Partnership has also secured $7.9 million in investments for increasing affordable housing in our region through the Enterprise Community Impact Note offered by Enterprise Community Loan Fund, Inc. The Greater Washington Community Foundation is proud to have committed $5 million from its own combined investment fund to this program-related investment.

A Year of Impact and the Road Ahead

On any given night, nearly 1 in every 100 DC residents experience homelessness, living on the streets or in the city's emergency shelters.

The Community Foundation’s recent VoicesDMV Community Insights report found that nearly one in three residents know someone who has experienced homelessness or who is at risk of becoming homeless - and that many residents are struggling to find affordable housing. Lack of stable housing makes it very difficult for people to stay safe, obtain or maintain employment or an education, address health needs, and keep children in school and families together.  

DC has a plan to make homelessness rare, brief, and non-recurring, and that plan is based on proven solutions; and prior to the current crisis, we know that plan was working. But we know that government alone cannot end homelessness or solve our region’s affordable housing crisis. It will take all of us coming together to do our part to ensure every DC resident has a safe, stable, and affordable place to call home.

Last year, the Greater Washington Community joined forces with the DC Interagency Council on Homelessness to launch the Partnership to End Homelessness. The Partnership is the District’s first-of-its-kind public-private initiative focused on ensuring homelessness is rare, brief, and non-recurring in DC. By joining together, we aim to increase the supply of affordable housing for extremely low-income households and to help our neighbors obtain and maintain stable housing.

In the Partnership’s first year we have celebrated a number of accomplishments.

  • We held a corporate symposium focused on corporate social responsibility strategies to address homelessness and affordable housing. Featured speakers included DC Mayor Muriel Bowser and Rashema Melson, as well as senior executives from Kaiser Permanente, Zillow Group, Salesforce, and Cisco Systems, Inc. The symposium was highlighted in a Washington Business Journal article which called on the private sector and philanthropy to step up its investments and use its convening power to accelerate our community’s response to ending homelessness.

  • We announced the first round of grants for “flex funding” programs to support local nonprofits that provide Permanent Supportive Housing: Miriam’s Kitchen, Open Arms Housing, Pathways to Housing and Friendship Place.

  • Jennifer Olney and Silvana Straw co-lead the Partnership to End Homelessness and the Housing and Homelessness Working Group. The Working Group was created as a subcommittee of the COVID-19 Emergency Response Fund at The Community Foundation to address the unique needs of people experiencing homelessness during the COVID-19 public health and economic crisis. To date, this fund has granted over $1.25 million to support 36 nonprofit organizations working with and on behalf of people experiencing homelessness and housing instability to help maintain housing and access to shelter, medical care, and other critical services.

  • We partnered with Enterprise Community Loan Fund, Inc. to help fund the development and preservation of deeply affordable and supportive housing. The first set of investments supported the development and preservation of 448 affordable units providing housing for formerly homeless individuals living with HIV/AIDS and for extremely low-income families in NE DC. Learn more about this initiative.

  • We established a Leadership Council made up of private sector leaders and people with lived experience who are committed to ending homelessness. These individuals represent key sectors and will work with us to champion the issue and commit resources to this work.

  • We held a Donor Learning Series to bring together our donors with nonprofit leaders and people with lived experience to discuss solutions to address the affordable housing crisis and chronic homelessness.

  • With the help of the Daniel and Karen Mayers’ Challenge, we have raised over $2 million for our grantmaking fund to invest in nonprofits working with individuals, youth, and families experiencing homelessness to fill critical funding gaps, support innovative programs, meet emerging needs, build nonprofit provider and developer capacity, and support advocacy efforts.

While we celebrate these accomplishments, we also know that with everything that has happened over the past few months – a pandemic, an economic crisis, and a movement for racial justice – if anything, our work to end homelessness is more important now than ever.

With the advent of COVID-19, and the economic crisis, the number of people experiencing homelessness in communities across the country, many for the first time, could rise by nearly 45%.

We have seen the housing crisis deepen and a growing number of households worried about how they will pay rent next month. As with the pandemic and economic crisis, we know that systemic racism continues to mean our Black and African American neighbors are disproportionately impacted.

As we move forward in our work to ensure everyone in DC has a safe, stable home that they can afford, we commit to continuing this work with a focus on how we can address the disparities in the homeless service system and in the housing systems in DC. We feel the urgency and we know that the time is now to work together and step up to make sure that everyone in DC has a safe, stable place to call home.

Stuck Inside: Ending Women’s Homelessness During Coronavirus

Over the last four months, Calvary Women’s Services has focused on just one thing: keeping women safe.

As COVID-19 hit, people experiencing homelessness in DC were immediately at higher risk of contracting the virus because of their living situation—whether that was living unsheltered without access to water to wash their hands, or living in group situations, such as emergency shelters, where the virus could easily spread.

 
 

Calvary runs housing programs in the Anacostia neighborhood, providing single women who have found themselves experiencing homelessness with a place to stay and with critical support to help them find a permanent home. These women are often fleeing domestic violence and coping with health problems. Most are employed, working full-time or part-time jobs in restaurants, hotels, and retail. In DC, a quarter of all single adults experiencing homelessness are women.

As COVID-19 kicked in, these women lost their jobs, and with it the money needed to buy food, personal protective equipment, and other essentials. Housing moves were put on a complete hold.

“For so many women trying to move out of homelessness, coronavirus really knocked them off track,” said Calvary CEO Kris Thompson. “One of our residents, Angela, describes it as a tidal wave. She was on a path--she had a job, was saving money and the next step was finding an apartment--but now she’s back to square one.”

Calvary quickly responded by adding to the number of meals it provides residents, increasing from two to three meals daily, and purchasing face masks, hand sanitizer, and cleaning supplies to make sure everyone had what they needed to stay safe. It also increased staffing, to help ensure congregate households followed safety practices to stem the spread of COVID-19.

With a commitment to ensuring no disruption to the important services it offers women--from health care to educational and employment programs—Calvary quickly switched to remote, giving tablets to women who don’t own smart phones so they could participate. To enable some therapy sessions and addiction recovery meetings to continue in person, Calvary reduced groups sizes along with instituting physical distancing and face masks.

“The women told us: if we’re going to make it through this, we can’t lose our meetings,” explained Thompson. “We wanted to make sure that the women have a chance to check in with each other every day, while staying safe.”

Throughout the emergency order, the Calvary households stayed locked down, with residents only leaving for essential reasons. Like all of us, the women needed things to do while stuck inside, and so Calvary organized a variety of activities to give the women a different focus – from a walking group that goes out six feet apart along the Anacostia river, to gardening in masks, and socially-distanced games such as bingo.

Calvary was able to respond rapidly thanks in part to support from the Greater Washington Community Foundation. “I really commend local philanthropy and The Community Foundation for acting so quickly and very generously to the needs we have on the ground. The process moved fast, which mattered so much in April and May,” said Thompson. “I’m proud that we have such solid local philanthropy. It kept women safe in our program and kept people safe across the city. It saved lives for sure.”

After what has felt like a long time of sitting tight, women at Calvary are now starting to look forward.

It feels like we’ve all just been holding our breath,” said Thompson.

As the city begins to gradually reopen, Calvary is kicking its employment services back up so women can get back to job searches. Two women have already interviewed. As apartment complexes begin accepting new tenants again, Calvary is also helping women restart their search for a new home and secure rental assistance.

“What we know for sure from the pandemic is that you have to have a place to stay inside. Without a safe place to live, you’re at enormous risk not just for COVID-19 but for a host of health issues. It’s harder to maintain recovery from addiction, and to stay healthy physically and mentally, when you don’t have a home. Women experiencing homelessness are also more vulnerable to violence and sexual abuse,” explained Thompson. “It’s absolutely critical that all the women in our community have a safe place to live. We won’t end homelessness without it.”

Through the COVID-19 Emergency Response Fund, The Community Foundation has leveraged its experience co-leading the Partnership to End Homelessness to support high-impact nonprofits working to protect individuals, families, and youth experiencing homelessness and to prevent community spread. It has also funded organizations like Calvary to both combat homelessness and address the uptick in domestic violence and other forms of abuse.

Investing in Solutions to Address Homelessness

If there was ever a doubt about the vital importance of a stable home in one’s life – of its profound influence on our health, wealth and basic access to opportunity – the COVID-19 crisis has been painfully clarifying. These days, amidst the pandemic, one’s home is nearly everything: our office, our recreational space, our place of refuge and of worship, and, of course, the place to lay our heads after long and challenging days – which these days have surely been.

We didn’t need a global pandemic to crystallize this truth for us. Nevertheless, it is a reality we can no longer ignore. A quality, healthy and affordable place to live has never been more important.

And yet, thousands of Washingtonians continue to be without a place to call home. This is a crisis that has broad reach and disproportionate effects.

In DC, more than 1 in 5 people experiencing homelessness are employed, reflecting the uniquely severe affordability pressures in the DC market. Meanwhile, African Americans make up less than half of the total population in the district but constitute no less than 87% of people experiencing homelessness, illuminating just some of the systemic racial injustices currently at the forefront of our collective conscience.

Now, compounding these challenges, the economic fallout from COVID-19 means things could get worse. A homelessness crisis is never just about those currently experiencing homelessness. It is also about those who are on the brink of homelessness – those who are one paycheck or health scare away from being evicted or losing their home.

Thousands of DC residents who have lost their job during the shutdown have been – or soon will be – unable to pay their rent. As recently reported in the Washington Post, federal unemployment and stimulus measures have so far kept many of these people afloat, but this is not guaranteed to last beyond July, when many of these relief measures are due to expire. This daunting reality, combined with the District’s diminished ability to step in as a result of lost tax revenue from the crisis, means we are in danger of a heightened homelessness crisis in Washington, DC.

What, then, can we do about it?

In short, this is a moment in which impact investors can rise to the occasion. Impact investing, where investors seek both a financial return on their capital and a “social” (or environmental) return on their investment, can step in where other actors, including government, is now forced to pull back. And affordable housing, it turns out, is one of the more tried-and-true impact investments out there, as it can provide both a return to the investors and a positive impact for communities and residents in need.

We are at a critical moment in time to support Washingtonians who are most vulnerable, in particular those experiencing – or at risk of experiencing – homelessness. The good news is that we already know the best antidote to homelessness: a place to call home.

Community Foundation Invests $6.7 Million in Local Relief and Recovery Efforts

The COVID-19 Emergency Response Fund, a coordinated fund established by the Greater Washington Community Foundation, has issued new investments of $2.8 million as part of phase two of rapid response grantmaking. To date, the Fund has made total investments of $6.7 million in 192 nonprofits helping local residents adversely affected by the coronavirus public health and economic crisis.

These general operating grants — ranging in size from $10,000 to $50,000 — are intended to help vital nonprofits across the region to fulfill their missions and expand critical services during a time of unprecedented need. Flexible support is crucial for stability as our nonprofit partners work to shift operations online, purchase essential supplies and equipment, cover staff salaries and hazard pay, and pursue ways to offset lost revenue and volunteer resources.

Since launching the COVID-19 Emergency Response Fund on March 13, The Community Foundation has mobilized more than $8 million from 700+ contributors, including corporate partners, foundations, and individual donors (with individual contributions ranging in size from $10 - $100,000).

In times of crisis, The Community Foundation is the region’s philanthropic first responder, bringing people and resources together to address community needs. In response to the coronavirus pandemic, The Community Foundation is convening weekly meetings with local philanthropic leaders, donors, and government advisors to raise funds, discuss needs and priorities, and guide strategic investments.

The Fund has received more than 1,340 requests from nonprofits seeking approximately $60 million in funding, which is more than seven times the amount of dollars raised. For phase 2 of grantmaking, priority was given to nonprofits with deep roots in the community and a demonstrated ability to address urgent needs and reach historically underserved populations. Phase 2 also included funding for advocacy and community organizing projects focused on improving systems for food security, violence prevention, medical care access, affordable housing, childcare, and more.

Building Critical Capacity for Nonprofits in Need

In the midst of the COVID-19 pandemic, many nonprofits are struggling to survive. 501c3’s face a host of challenges as they seek funding to cover losses and maintain their programs—one of which is navigating the complexities of local and federal funding programs.    

This is one of many reasons why, when I received a call in March from The Community Foundation with an innovative partnership idea, I was immediately on board. Silvana Straw, Senior Community Investment Officer and Philanthropic Advisor, who also helps lead the Partnership to End Homelessness, wanted to work together to support and help build the capacity of housing and homelessness nonprofits on the frontlines of battling COVID-19.

Our plan was to help these organizations develop proposals for the DC Small Business Recovery Microgrants program, which provides grant funding to help small, local businesses and nonprofits to cover employee wages and benefits, fixed costs, inventory, rent and utilities. The Community Foundation would identify nonprofit partners in need and the Center for Nonprofit Advancement would provide encouragement, technical assistance, and grant writing support to participants.

Jumping into action, we organized our capacity building specialists (part-time and consultant team members) to work with housing and homelessness nonprofits in the region. After reaching out to dozens of local nonprofit homeless services providers identified by The Community Foundation, we received interest from Casa Ruby, DC Doors, Everyone Home DC (formerly CHGM), Homeless Children’s Playtime Project, Jubilee Housing, Miriam’s Kitchen, and SMYAL. 

The Center’s Capacity Building Specialists used available public information (e.g. website, Form 990s, etc.) to draft proposals for each participating organization. We then worked directly with nonprofits to review proposals, collect additional information, and submit their applications.

We are proud to report that every organization we worked with submitted an application. While award notifications are still pending, we remain hopeful that each nonprofit will receive the support they need.

Glen O’Gilvie has served as chief executive officer of the Center for Nonprofit Advancement since 2008, providing education, networking, advocacy and back office services to nearly 1,000 organizations. A leader with more than 24 years of management experience in the National Capital region’s nonprofit sector, Glen is passionate about addressing the issues affecting people and communities.

Before joining the Center, Glen served as President and CEO of Earth Conservation Corps, Program Officer at The Community Foundation for the National Capital Region and National Coordinator at the Robert F. Kennedy Memorial. During his tenure at each organization, he strengthened programmatic and administrative infrastructure and forged partnerships with nonprofits, government, foundations and corporations to advance each mission and increase outcomes.

Glen holds a bachelor’s degree in sociology, a master’s of education and has completed various nonprofit management and leadership training and certification programs, including Harvard University Kennedy School’s Leadership in the 21st Century. In 2015, he accomplished the Certified Association Executive (CAE) designation. He also serves as a nonprofit management, fundraising, and leadership and management adjunct professor.

Glen resides with his wife and two children, Delaney and AJ, and is active in youth sports and education enrichment.

Ending Homelessness in DC and our Response to COVID-19

New research suggests that people experiencing homelessness who contract COVID-19 are twice as likely to be hospitalized, two to four times as likely to need critical care, and two to three times as likely to die.

As we are directed to stay in our homes and to practice social distancing, it is important to remember that people experiencing homelessness and the frontline organizations and people who provide essential services for this population don’t have that luxury. Given that shelters are crowded, it is challenging for our neighbors who rely on them to keep the recommended 6 feet distance. The streets have the same risks as always, and a new risk of contracting a virus that is particularly dangerous for seniors and those with underlying health conditions.

Prioritizing a Vulnerable Population

Our response must prioritize this vulnerable population, with the majority of people experiencing chronic homelessness falling into the CDC's special risk population for COVID-19. This is exactly why we created the Partnership to End Homelessness: to ensure that everyone in DC has a safe, stable, and affordable place to call home.

Even without a pandemic, people experiencing homelessness are extremely vulnerable and face health challenges that are exacerbated by a lack of stable housing. With coronavirus putting an even greater strain on our community and its resources, we must do our part to support our neighbors who don’t have stable housing and the people and organizations working day and night, putting their own health at risk, to keep them safe.

Our Response to COVID-19

As we have seen COVID-19 spread across our community, The Community Foundation has been working with our partners to identify critical needs and to provide a mechanism for the public to offer support. To do this work, we have established the COVID-19 Emergency Response Fund.

As part of our regional response, we have developed a Homelessness and Housing Working Group made up of government partners and funders in the area. Together, we have been reaching out to our nonprofit partners and advocates in the community to identify needs and ways we can support the work they are doing.

To date we have:

  • Awarded $805,000 to organizations working to support people experiencing homelessness through the COVID-19 Emergency Response Fund.

    • Our first grants focused on medical needs of people experiencing homelessness in DC and Montgomery County.

    • Our second round of grants include essential providers who are responding to immediate needs of people experiencing homelessness.

    • A third round of grants is listed online along with our other priority areas.

What You Can Do to Help

  • Make a donation to the homeless service organizations that you already support.

  • Call your representatives and ask them to make sure funds for homeless and housing programs are included in their response. This will help ensure that the federal, county, and local government response to COVID-19 includes resources to provide housing stability for low-income individuals and people experiencing homelessness; and that access to healthcare, housing, food assistance, and other services provided in response to COVID-19 are made available to everyone, regardless of income, immigration status, or insurance.

  • Contribute to our COVID-19 Emergency Response Fund. Every dollar will make a difference for our neighbors impacted by this crisis.

Leading Our Community's Response

Our COVID-19 Emergency Response Fund has now been in operation for one month. Over that time, we have provided more than $3.8 million in grant funds to local nonprofits providing critical relief supports across our region and across five issue areas—education and youth, employment and small business, medical care and access, housing and homelessness, and general operating support.

Our RFP is currently on pause as we absorb the information from 750 applications on the evolving needs of our community and learn more about communities and populations that are being impacted disproportionately. We plan to reopen our RFP later this month reflecting an updated set of giving priorities.

Over the last few weeks, we have formed working groups for each of our five issue areas to review proposals and make grant recommendations. Below, read about what we are doing and learning in each area - and how our community is organizing to fight the COVID pandemic.

Employment and Small Business

We have made a set of investments in local service providers working to provide emergency cash assistance to our region’s low-income workers that do not have the resources to wait for Federal or State unemployment benefits to kick in, or communities (like undocumented workers) that do not qualify for this type of support.

Education and Youth

We have been singularly focused on supporting the most vulnerable children and families who are struggling as a result of this crisis. Many organizations are stretching themselves to support the youth and families they already have built strong connections with to address basic needs.  Parents are a child’s first teacher and now that schools are closed education is not solely in the classroom.  Despite what schools, local government and philanthropy are doing there are still many families that are not able to connect to services and education opportunities for the children in their homes. 

Medical Care and Access

We are providing support services for health care and frontline workers while also addressing the health access needs of the more vulnerable populations in Greater Washington area. Their focus has been to support efforts to source PPE for frontline workers, increase COVID-19 testing for vulnerable and marginalized communities, and support clinics and health centers providing support and care in response to COVID-19.

As the pandemic response continues to grow on a statewide and national level, we know that our response will have to adapt as well. This working group is continuously monitoring changes, sharing resources, and adjusting its priorities directly in response to needs.

Homelessness and Housing

We have been working to support local providers whose doors are open and who are actively providing direct services to the most vulnerable and disproportionately impacted populations during the COVID crisis - specifically people living in shelters or on the street. Priority populations include: women and children facing increased instances of domestic violence and abuse, families, youth including foster care and LGBTQ youth, older/chronically ill individuals, and undocumented people and immigrants.

As we continue to see increasing numbers of people experiencing homelessness testing positive for COVID and deaths amongst this vulnerable population, our investments will help organizations provide essential services and resources to protect these individuals, families, and youth and to prevent community spread.

General Operating Support

Investments also included grants to nonprofits addressing the dramatic uptick in intimate partner violence and other types of abuse, grants to organizations supporting at-risk communities including those living with disabilities, and grants to support the ability of legal services providers to continue to provide critically needed services to local residents as courts continue to convene.

$5.2 Million Raised for COVID-19 Emergency Response Fund and $1 Million Granted to Local Nonprofit Partners

The Greater Washington Community Foundation has mobilized more than $5.2 million in community support for its COVID-19 Emergency Response Fund and made new grants totaling $1 million to 14 nonprofits serving residents of Washington, DC, Montgomery and Prince George’s counties in Maryland. Through this Fund, which launched on March 13 in collaboration with regional partners, The Community Foundation is working to rapidly raise and deploy critical resources to nonprofits responding to the urgent health and economic needs of disproportionately impacted communities in the region.

“During this time of crisis and uncertainty, we are inspired by how our generous donors and community partners are stepping up to help us meet the evolving needs and challenges associated with the impacts of coronavirus on this region,” said Tonia Wellons, President and CEO of the Greater Washington Community Foundation. “The Community Foundation is committed to working with our partners to address both the immediate needs of our neighbors and to plan for the longer term needs of our communities.”

New Grants Announced

Since opening an online request for proposals last week, The Community Foundation has received more than 500 requests for funding across five issue areas: Education and Youth, Employment and Small Business, Medical Care and Access, Housing and Homelessness, and General Operating Support.

The following nonprofit organizations were selected this week to receive a total of $1 million in funding based on their alignment with the Fund’s strategic priorities and their ability to both address urgent needs and reach historically underserved populations.

General Operating Support:

  • Network for Victim Recovery to provide staff with living wages, support clients through the Survivor Support Fund, and provide frontline staff at hospitals with hazard pay.  

  • Greater Baden Medical Services, Inc. to help stabilize and recover from a sharp drop in revenue due to the COVID crisis, ensuring it continues to provide health care services in Prince George’s County.

  • Greater DC Diaper Bank to provide low-income families with a reliable source of diapers, formula, feminine products, and baby gear.

Education and Youth:

  • CollegeTracks to provide virtual supports and additional assistance for first-generation-to-college students from low-income, minority, and immigrant families.

  • Generation Hope to serve teen parents and their children who may experience or have experienced homelessness, foster care, abuse, and food insecurity.   

  • New Futures to serve under-resourced young people pursuing postsecondary degrees while struggling with loss of income, lack of childcare, or adjusting to distance learning and remote work.

Employment and Small Business:

Housing and Homelessness:

  • House of Ruth to serve women and survivors of domestic violence and help mitigate the risk of increased homelessness for these populations.

  • Miriam's Kitchen to continue providing services and essential frontline support to people experiencing homelessness.

  • Calvary Women’s Services to serve women experiencing homelessness in Ward 8.

  • Pathways to Housing DC to continue providing outreach and to maintain access to medical and psychiatric care for people living on the streets.

Medical Care and Access:

“Our funding is targeted toward our nonprofit partners serving the most vulnerable communities in our region, including low wage workers, hourly and gig economy workers, health care providers, people of color, and people experiencing homelessness,” said Tonia Wellons. “These flexible grants will help stabilize our nonprofit partners and allow them to begin addressing the economic shocks brought on by this crisis so they can meet the increase in demand for their services. More importantly, this funding will enable them to expand critical medical care, shelter/housing, financial or other supports and services to provide relief for individuals and families facing hardship across this region.”

New COVID-19 Emergency Response Fund Grants Announced

The Community Foundation established the COVID-19 Emergency Response Fund to support emergency preparedness and response efforts that will help mitigate the impact on disproportionately affected communities in our region. Through this fund, we are focused on addressing lost wages, providing relief for small businesses and gig economy workers, expanding access to medical services, and meeting the unique needs of people experiencing homelessness, among other needs.

This week, we are pleased to announce new grants to nonprofit organizations focused on the critical health care needs of people experiencing homeless. These grants will support nonprofits that provide essential health care services for the homeless population in Washington, DC, and Montgomery County, Maryland, during the COVID-19 pandemic.

A total of $175,000 in grants was awarded to:

  • Unity Health Care, Inc is the largest network of community health centers in Washington, DC. Unity provides comprehensive primary and specialty health care and wrap-around services, regardless of ability to pay, at numerous traditional and non-traditional sites.

    Unity received a $100,000 grant to increase capacity to serve people in shelters and congregate settings, as well as in quarantine locations. The funds will help provide health care to those who are ill, and help prevent the spread of COVID-19.

  • Mobile Medical Care (MobileMed) serves low-income, uninsured, and Medicaid-enrolled residents of Montgomery County, Maryland. MobileMed offers a network of primary care clinics, and specialty care clinics located throughout the county to reach areas of greatest unmet medical need. They also provide primary care and nurse case management services at two County homelessness shelters.

    MobileMed received a $75,000 grant to increase capacity to serve people experiencing homelessness at shelters and via telehealth.

These providers are already going above and beyond to serve people who do not have a home where they can isolate or quarantine. Even with the severe shortages of personal protective equipment and cleaning supplies, they continue to provide essential services to some of our most vulnerable neighbors.

As the global pandemic continues, we will continue to make grants from our COVID-19 Emergency Response Fund. We anticipate doing so on a weekly basis.

When I was around 6 or 7 years old I began being sexually assaulted. My parents didn’t know it was happening. When they found out, they got me therapy. But it takes time to get over that kind of trauma--my self-esteem was tainted, I felt dirty--and I carried it with me for a long while.

I was a wild teenager, drinking and partying. My parents separated when I was 13, and I shuttled back and forth between my Dad on the East coast and my Mom on the West coast. After I graduated high school, I was still partying. My Mom and Dad, who was in the Army himself, thought it would be good for me to join the military so when I was 20 years old I signed up to the Coast Guard. I put in four years of service and trained as a medical technician during that time. When I left the military, I was able to get a job as a dialysis technician. I worked in dialysis for nearly 20 years in Baltimore, and had two daughters which I raised as a single parent.

But I was still carrying a lot of baggage with me. I was depressed, and I had a lot of repressed anger. I had a hard time holding onto jobs--I had a temper and I was having flashbacks of the past. I’d catch myself just staring at the walls.

In 2010, I decided to try my hand at sales. I had a steady job for several months, but it was getting harder and harder to make ends meet. I lost my car. And then on June 13, 2011, I lost my apartment. It was a Monday morning, and I wasn’t going to get paid until Friday. I couldn’t make the rent.

My mind wasn’t working – I was in a fog – and didn’t think to ask my employer for an advance. When things pile up so high, you get paralyzed.

I was homeless for 17 months. I was couch surfing for a while. I stayed in a hotel. One rainy night, it was 20 degrees out and I had nowhere to stay, so I slept in a bus stop. I also stayed in a shelter for a while, but it was hard to sleep there, and I had to get up at 4:30 a.m. to go to work. Eventually, I lost my job.

In April 2012, I became a manager at Denny’s. I was still homeless, living in a hotel with my daughter. I had a 45-minute walk to work, and was on my feet for 13 hours, before I had to walk back home, often at 2:30 a.m. in the morning after my shift ended. Then in October I had an injury. One day, something just snapped in my back. I bought a soft brace at Walmart on my way to work. I told my manager I was in pain and was going to the ER after my shift.

I was out of work for six weeks. I was in so much pain and taking some strong painkillers which really knocked me out. When I had left the hospital, they gave me a packet which included a booklet with a suicide hotline for Veterans. I wasn’t considering suicide, but I needed help, so I called them. Through that hotline, I got connected to a case worker at Friendship Place, a nonprofit in Washington, DC which helps people experiencing homelessness to find stable housing. He told me to look for an apartment, that as a Veteran I qualified for financial support, and he could give me a check to cover my deposit as well as my move in costs. I thought it was too good to be true.

Weeks went by. I was still taking the painkillers, and they were so strong, that I couldn’t think straight. I couldn’t even recognize my grandkids. So I stopped taking them. I called Friendship Place, and they told me that they could still help me find a home.

I went to see an apartment at 9 a.m. the next day. I waited all morning and afternoon to hear whether I got the place. At 3:16 p.m., as I was on my way back to the apartment building office to see if there was any update, they called to say they’d reviewed all my paperwork and I’d been approved for the apartment. I could just picture a key dangling from a key chain. A few days later, I moved in.

Having a home is empowering. Being able to stand on your own two feet, and not having to rely on someone else makes you feel good about yourself. It hasn’t been easy– I’ve had times that I’ve not been able to pay my rent and had two major car accidents that really set me back. I came close to being homeless two more times. But I’m back working in dialysis, spending time with my kids and grandkids, and will turn 55 soon. Having my own place, and the security and stability that comes with it, has really been life-changing for me.

Because of my military service, I qualified for the Veterans Affairs' Supportive Services for Veteran Families (SSVF) program that was established during the Obama Administration. When President Obama and First Lady Michelle Obama visited Friendship Place, I was able to be there to thank them personally for the SSVF, which was an incredible gift in my life.

Jamie started her new role this past month, working with Danielle Yates, Senior Director of Marketing and Communications, to implement the organization’s marketing strategy across digital platforms.

Jana-Lynn Louis and Jennifer Olney, two new Program Officers who joined our Community Investment team this past November, echo a similar sentiment. They are excited to join an organization that supports issues they’re passionate about, including underserved youth and homelessness.

Jana-Lynn Louis, Community Investment Officer

Jana-Lynn is a clinical researcher and public health wonk who is passionate about community engagement, support, and capacity building. She describes community investment as something she “is completely drawn to,” which prompted her transition from HCM Strategists, a local health and education policy consulting firm.

She leads the Fund for Children, Youth, and Families portfolio, a grantmaking strategy that invests in organizations working for the betterment of underserved children, youth, and families in the region. Specific issue areas include housing-based service programs, foster care, and academic programming and career training.

While new to social services, she has experience as a grantmaker and community engagement partner at HCM Strategists, with the National Institutes of Health as her primary client. She has also worked at the Patient-Centered Outcomes Research Institute (PCORI) and John Hopkin’s Sidney Kimmel Comprehensive Cancer Center.

“I enjoy supporting local nonprofits, which directly impacts the more vulnerable communities in this region,” she says. “Creating that connection between philanthropy and local giving is vital for our success.”

Jamie McCrary, Digital Marketing Manager

Jamie is a marketing manager and a writer who specializes in nonprofits, especially in education and the arts. She’s passionate about helping organizations tell their stories and raising awareness about their work.  

She leads The Community Foundation’s digital strategy and storytelling, translating news about grantees, donors, staff, and events into compelling online narratives. This includes managing social media, the monthly email newsletter, website, and digital advertising. Most of all, Jamie is excited about growing The Community Foundation’s online community by engaging people around our issue areas.

Jamie is also a freelance arts writer and musician. As a professionally trained violist, she loves covering classical concerts for the Washington Classical Review, DCist, and Strathmore News. She is a member of the Premiere String quartet, where she performs at events and weddings throughout the DMV area.

For Jamie, it’s all about communication and connection. “That’s why I work in marketing, write and play music. I love building meaningful connections through stories that matter,” she said.

Jennifer Olney, Community Investment Officer

Jennifer Olney was drawn to The Community Foundation for its work around ending homelessness, an area where she has spent most of her career. “It felt like the perfect opportunity to continue the work I’ve done with philanthropy and with communities working to end homelessness across the country,” she said.

Jennifer leads the Partnership to End Homelessness portfolio, which brings together the public and private sectors to advance solutions that ensure homelessness is rare, brief, and non-recurring in Washington, DC. She works with local government and with the initiative’s partners to advance their work in the community.

Prior to The Community Foundation, she worked at Funders Together to End Homelessness and the National Alliance to End Homelessness, where she led national and issue-based networks and managed development activities, respectively.

She is excited to help advance The Community Foundation’s mission of Building Thriving Communities.

“To me, this embodies the role of The Community Foundation and the reason I was attracted to the organization,” she said. “We get to work with philanthropists to help them understand big issues, like homelessness, and connect them with organizations that are doing amazing work and solutions that have proven results.”


Quarterly Community Update

Happy new year! I want to take a moment to share how thankful I am for the generosity and continued partnership throughout 2019 and beyond. I am so proud of what we have accomplished together — here are just a few highlights from last year:

  • The Community Foundation joined with Mayor Bowser’s Interagency Council on Homelessness to launch the District’s first-of-its-kind public-private Partnership to End Homelessness.

  • The Children’s Opportunity Fund doubled its impact for a total of $1.2 million invested towards closing the opportunity gap for children and families in Montgomery County.

  • The Workforce Development Collaborative celebrated its 10th anniversary by updating its strategy to focus on eliminating inequities based on race, ethnicity, or gender and providing new career pathways and wealth-building opportunities for local workers.

  • The Resilience Fund mobilized community support for nonprofits providing emergency cash and food assistance to our neighbors during the partial Federal Government shutdown.

Last quarter (October-December 2019), our community of givers collectively awarded nearly $20.4 million in grants to organizations serving the most critical needs of our communities. With your support, The Community Foundation continued its critical work to Build Thriving Communities in the Greater Washington region by awarding new grants from:

  • The Resilience Fund to increase civic engagement, support advocacy on behalf of immigrants and asylum seekers, and expand outreach and services to marginalized communities;

  • The 2020 Count DMV In Census Project to ensure an equitable future for our region through a fair and accurate Census count by supporting education, outreach, and assistance focused on hard-to-count communities; and

  • The Partnership to End Homelessness in the form of “flex funding” to help nonprofits expedite housing placement and increase stabilization for single adults experiencing homelessness.

New Grant Opportunities for Nonprofits Serving Greater Washington

The Community Foundation has opened its Spring 2020 Grant Round and is now accepting proposals for grants from the Fund for Children, Youth, and Families; Spring Creek Environmental and Preservation Fund; and the David Bradt Nonprofit Education Fund's Nonprofit Leadership Award. Additionally, the Resilience Fund has opened a call for ideas and the Partnership to End Homelessness has released an RFI related to advocacy and public will building efforts focused on homelessness and affordable housing. 

The Partnership to End Homelessness Awards First Grants to Local Nonprofits Housing Single Adults

The Partnership to End Homelessness is excited to announce the first round of grants for “flex funding” programs at local nonprofits that provide Permanent Supportive Housing. Flex funding grants will help expedite housing placement and increase stabilization for single adults that have been matched to housing resources. While rent is covered by government programs, small but critical expenses like moving expenses, fees to obtain identification documents, or transportation to look at available units are not. Many times, these small fees can mean a serious delay in a person securing housing or can put an additional burden on the nonprofit provider.

This two-year pilot program seeks to demonstrate that flex funding can do one or more of the following:

  • Reduce the amount of time it takes to place single adults experiencing homelessness into Permanent Supportive Housing

  • Decrease the number of single adults experiencing homelessness by helping them obtain and/or maintain Permanent Supportive Housing

Flex funds, specifically for single adults, were identified as a high-need during conversations with District nonprofits, advocates, and government agencies. Because fewer resources are available for single adults and the City has prioritized bringing more Permanent Supportive Housing units online this year, these flex funds are both timely and critical to help us reach our goal of ending homelessness in the District.

The Grantmaking Fund is one of the strategic approaches to achieving the Partnership to End Homelessness’ mission to end homelessness in DC. The Fund aims to fill critical funding gaps, support innovative programs, meet emerging needs, build nonprofit provider and developer capacity, and support advocacy efforts.

With the importance of these flex funds in mind, we are proud to award the following organizations up to $50,000 over two years to expedite housing placement and stabilize single adults in Permanent Supportive Housing.

  • Friendship PlaceEstablished in 1991, Friendship Place’s mission is to empower people who are experiencing or at risk of homelessness to attain stable housing and rebuild their lives.

  • Miriam’s KitchenEstablished in 1983, Miriam’s mission is to end chronic homelessness in The District.

  • Open Arms Housing Inc. (OAH)Established in 1997, OAH's mission is to provide permanent homes with supportive services for women experiencing homelessness with a wide range of mental health issues.

  • Pathways to Housing DCEstablished in 2004, Pathways to Housing DC’s mission is to transform individual lives by ending homelessness and supporting recovery for people with disabilities.
